Starting weblogic webserver peoplesoft

Has anyone seen the error below when starting webserver using windows service?

Its weblogic 10.3.6

verified password is correct.

Caused By: javax.security.auth.login.FailedLoginException: [Security:090304]Authentication Failed: User operator javax.security.auth.login.FailedLoginException: [Security:090302]Authentication Failed: User operator denied

at weblogic.security.providers.authentication.LDAPAtnLoginModuleImpl.login(LDAPAtnLoginModuleImpl.java:261)
