Validate admin Rol with privileges to create users

Hello,

We have created an admin role "adminrol" with the privileges to create users, roles, policies etc.. those are capabilities, and that role have been assigned to a user created for example "bob".

The issue is, when "bob" tries to create a user, role, etc.. the system assigns to another user, in this case to a user with SystemAdministrator role to approve and does not leave to create without approvals.

Other issue presented is that the user "bob" needs to access to sysadmin console, but it gets an error like no privileges, 

The question, Is there any way to config that "adminrol" to avoid the approvement when it manages any capability and could access to sysadmin console? or maybe is there any rol with these requirements?
