Work items statuses managing

Hi!

We are using dunning strategy in our R12.1.3. We got an issue in issuing dunning letter and last work items had status "In-error check notification". During fixing, we put all strategies "On-hold" by concurrent "IEX: Put Strategy On Hold/Release". When we fixed issue, we run "IEX: Put Strategy On Hold/Release" once again with "Release" mode, to continue our work. Suddenly we got, that every Error work item is ignored and next working item change it status to "pre-wait". When "pre-wait" time expires, we have both statuses under one strategy: "ERROR" and "OPEN". Is it expected behaviour or something goes wrong
