Identity Managment vs User Management

in Identity Management (MOSC) Question

Hi all, When using eBS R12, I need to deploy an Access/Identity/User Management Solution that will provide Segregation of Duties, Least Privilege, Two Factor Authentication etc. eBS R12 has its own User Management Solution to do Delegated Administration, Registration Processes, and Self Service and Approvals  but if I want a solution that is driven by policies and allows automatic SOD and Least Privilege etc, should I be looking at full OAM/OIM over Oracle User Manager on eBS?
