Does resending a dunning letter regenerate the letter as the data was or as the data is now?

This question addressed both dunning letters (we are using Strategies, not Dunning Plans) as well as promise-to-pay letters.

One of the reason I'm asking is that the letter is "sent from" the person who is actually generating the "resend" request, rather than the person who may have initially created it. For example, Collector A creates a PTP and sends the letter to the customer. The email (IEX: SMTP From) comes from Collector A's email address. Several days later, the customer calls and asks for the letter to be resent to them. Collector A is out of the office, so Collector B clicks the Resend button on the History tab. This time, the email comes from Collector B's email
