In EBS R12, it possible to customize workflow notification so that the Response/Actions comes on Top

We have a requirement where business wants to customize the workflow email notification, so that the Response Or Actions that come at the bottom of the email body comes at the top followed by the email body. Please let us know if this is possible and how?
