Mailer Configuration Wizard causing F record for patch fs FND_OAM_CONTEXT_FILES

OS Solaris SPARC 10 64-bit

Database 11.2.0.4 (solaris SPARC 10 64-bit)

When the admin opens the "Mailer Configuration Wizard: from OAM and clicks on next 2 times then cancels it, it is causing F record for patch fs FND_OAM_CONTEXT_FILES. This created an issue with an adop phase=abort as the CONTEXT_FILE serial numbers went out of sync.

I'd like to know why this configuration wizard would post an update to the run edition CONTEXT_FILE, especially when no changes are made, or if possible there is something I could check between the Workflow Mailer settings and the CONTEXT_FILE that might be causing this.
