Web server will not start after installing Java 7u201 and WebLogic Oct. 2018 CPU Patch on ELM PI 15

I installed Java 7u201 in /apps/psft/pt/jdk1.7.0_201 and in PS_HOME/jre. I was able to restart the environment and log into the application at this point. I then installed Oct. 2018 CPU for WLS 12.1.3.0 (p28298916_121300_Generic.zip). Now the web server will not start. The PIA_stderr.log shows "Error: Could not find or load main class weblogic.Server."

I successfully installed both patches on our HCM PI 21 image. The only difference is the version of PeopleTools. HCM has PeopleTools 8.55.25 and ELM has PeopleTools 8.55.26.
