Chartfield effective dating issue on journal upload process

At the beginning of a new fiscal year, often there are chartfields that should no longer be used, so Accounting enters a new effective dated row of 7/1/18 and changes the status of the chartfield to Inactive.  These codes should be able to be used for closing out the prior fiscal year, however (transactions dated PRIOR to 7/1/18).  The journal upload process is failing when users are trying to upload journals dated 6/30/18 or before with codes that were inactivated as of 7/1/18.  We want the journal to load, and then editing takes place, the code would be valid because
