Apply Image Update to only 1 Module with FSCM Suite

We are currently live on FSCM 9.2 Image 26 for several modules (AP,GL, AR/Billing, eProcurement, etc).   The application team is preparing to setup/install the Asset Management module and functionality.  They have requested that the AM module get updated to Image 28 during the setup/install while leaving the remaining modules on image 26.   The PS Admins have attempted to generate a change package only for the AM objects to upgrade them from the existing image 26 to image 28.   The change package seems to have missed many updated objects between the images. 

Is it possible to update only one module to a higher image within the FSCM suite?
