PeopleSoft Treasury - Counterparty Clarification Please

Hi!

What is a counterparty and what is an example where counterparty would be used?

From PeopleBooks it says it's "if a trading relationship with a bank exists, then the bank is defined as a counterparty" Does this mean if we want to transfer money between banks, the counterparty needs to be defined with both banks?
