delete payment attachment

The ability to delete an attachment from a payment appears to be offered, however a message appears, preventing the user from saving the modified transaction.  The message states:  "Attachment operation failed.  File names must be less than 35 characters.  (18036,10003)."  As there is no file name, the less than 35 characters criteria is met. 

We are unable to locate anything remotely similar in the Knowledge base.  Any guidance would be greatly appreciated.
