Create Dynamic Message on Signon Page

Hello,

I want to create a dynamic message on my signon page to display a dynamic message from database table (i will use a page to enter this message) or from file or from text.properties. I don't want to reboot webserver everytime i want to change this message. Is there an easy way i can do that? We will normally use this populate if there are any planned outages, system performance,..

We are on PeopleTools 8.55

Any input is appreciated.
