solaris 11.3(M12-2S) ixgbe link up/down : no cable

My customer is using solaris 11.3 on the M12-2S.

Link up / donw occurred in ixgbe interface assigned to ldom as dio.

There is no cable attached to the interface.

There is also no plumb.

Why does this happen?
