Incorrect Command Line when trying to Schedule PSQUERY

A specific user is trying to Schedule a PSQUERY but, after creating a Run Control ID and entering the Parameters, the process instance generated goes to 'Error' immediately. Upon comparing with a successful run, there were differences on the Command Line when the Process Instance Parameters was checked.

Successful run has this as command line: e:\psoft\prod\pshome\BIN\SERVER\WINX86\psae.exe -CT ORACLE ...........

User's run that completed in 'Error' command line: psae -CT ORACLE .......................

What needs to be checked to resolve this?
