Collections workbench - Actions - Collections contact and Dunning contact are disabled

Hi Collections team,

Using Collections workbench I am trying to assign a "Collections Contact" and "Dunning Contact" for a specific customer, i am finding these options in "Actions" menu are disabled.

How to enable these options -- Can any one suggest the check list of items to check to activate these options.
