Setting up search indexing for financial sanctions

We are currently trying to implement financial sanctions in FSCM 9.1, but are on PT 8.56.10.  At the same time we have a project running to upgrade to FSCM 9.2.

There is a requirement to implement financial sanctions validation/screening now in FSCM 9.1 instead of waiting until after the upgrade.

It looks like SES is not even an option in the Search Framework now.  Is this true?

If so, where can I find information for setting up and generate the search indexes needed for financial sanctions using Elasticsearch?
