Allowing a set of employees to land on Fluid homepage and the rest on Classic Home

We are working towards defaulting the landing page as Fluid Home page for a set of employees and keeping the rest as Classic for everyone.

This we have achieved by event mapping a piece of code that restricts only the people with a certain role to be on fluid and swtiches the rest to the Classic home.

The personalization setting has been set to Fluid for HPPC to make the event mapping work.

Now, the NavBar shows option as Classic Home for the people already on the Classic Home and doesn't display the Fluid Home option.

I tried enabling both on the NavBar Tile Content from the Structure and Content menu but something restricts the Fluid Home to be displayed as an option.
