What is the best practice in upgrading to the latest PUM image 28

Currently we are in Peoplesoft HCM 9.2 with Pum image 9 and with tools 8.55.21. Since we upgraded from 8.8 to 9.2 with image 9 we applied only tax updates from the PUM Images. Now we would like to have all the fluid features which we did not apply through regular PUM images. So what will be the best practice to get all the fluid features? Upgrading our PUM 9 to PUM 28 or just select all the un applied from the PUM Image 28 and apply it on our Current application image 9?

We are really in a situation to take the decision and plan our work efforts. Our system is highly customized. Need an advice on this
