Financial Gateway Load Error Communication to Business Lines

What is the best way to notify users of Financial Gateway load errors for external payments? Would a load error query and the alerts and notification framework be the place to configure notification for errors only to be sent to the business lines? We are on 9.2.26, PT 8.56.05.
