What additional licenses does an Oracle Retail v8-v13.1 client need to be able to run a proof of con

if a client on an older version of Oracle Retail (e.g. v8 -v13.1) already has enterprise IAS and enterprise database licenses and has a current Oracle Support agreement covering Oracle Retail and the infrastructure,

can they install a v16 test environment for the licensed retail applications without the need to buy additional licenses ?

Assumptions for this question -

     IAS as well as Forms & Reports includes the use of Weblogic basic.

     Oracle Retail includes limited rights use of ADF for running the Oracle Retail applications

     Oracle Retail itself is normally licensed on a revenue basis and allows as many retail environnments as needed - the infrastructure is usually the limiting factor
