Is an RDW client eligible to install Retail Analytics ?

Is a retail client on RDW eligible to install Retail Analytics on premise if they have an ongoing Oracle support agreement for RDW and asuming any infrastructure licenses are covered ?

If running on IAS, can RDW be run with the included weblogic basic license (for proof of concept with HA etc..) ?

If not, what is the path to get to Retail Analytics (assume they want on premise licenses, not cloud so not Retail Insights ) ?

Is there a means to upgrade the RDW license and if so, who can advise on the process ?
