GST-OM-Adhoc amount(no fix percentage) can i add at final amount of any sales oreder

Dear expert,

can i add lumpsum amount for unloading charges which is not fixed(%) on the final order amount like after adding 20 line of different product & price ,I can add this agreed lumpsum on the given total order value.

we can't add percentage on Tax category as this will be changing order to order.
