PTF error 'Change without DataLoader Editor is not supported'

I am trying to use PSQuery in another database.  I am unable to enter anything in the Recognition column.  Whenever I type any character, I get 'Change without DataLoader Editor is not supported'

There is nothing in PeopleBooks about this.  All the security is configured correctly.  The Execution Options and the Local Options are correctly configured.

Has anyone experienced this problem?  If so, how did you fix it?
