insecure vendor communication to App Server's JOLT port

I don’t mind skipping encryption on my PeopleTools 8.56 JOLT Listener while talking to my PIA/Tuxedo in my own secure, locked-down subnet. However, we have a vendor who wants to talk directly to our JOLT Listener on default port 9000…in clear text!

1. Is it possible to encrypt traffic for the latter without enabling it for the former?

2. If so, are there stripped down steps to accomplish this?

3. Are self-signed certificates for the wallet both adequate and appropriate for this communication?
