12c Pluggable DB for OIG or OAM Release 12.2.1.3

Hello,

Is 12c Pluggable DB a must for OIG or OAM Release 12.2.1.3 or just a recommended/supported?

what confuses me, is the following document

PURPOSE

This note will explain the steps to have OIM use a PDB for it's installation repository.

SCOPE

This doc is targeted towards  DBA's or Identity Deployment Engineers performing the prerequisite steps for installation or OIM.
