HCM PI29 does not package up Change Package created in Update Manager.

I have created a change package in HCM PI29 using a browser on my laptop. I get to the point to return to Change Assistant to package up the patches and it doesn't download it to our Windows server. It has with any previous change packages I have created.We are not allowed to use browsers on our Windows servers. In the past, if the Change Package wasn't immediately downloaded to the server if I clicked the button that would open a browser and try to connect to the PUM Image, then the package would appear. That is not happening. Any
