llBusiness Unit Security only on Queries

Hello,

Has anyone been able to implement Business Unit security where the user is allowed to enter journals to all business units but is not allowed to query on all business units (LEDGER, JRNL_HEADER, JRNL_LN).

I tested using Permission List and attaching the security view to records LEDGER, JRNL_HEADER, and JRNL_LN. 

This kept users from BOTH entering journals and querying on all Business Units.

Any ideas using delivered functionality on keeping folks from querying on all data, but allowing them to enter journals on all the Business Units?
