Why does Promise to Pay not work? I have IEX: Activity enabled in Promises set to 'YES'

I have updated IEX: Activity enabled in Promises profile option to 'YES'; however, I am not able to create a Promise to Pay on the 'Payment Processing' screen. Please advise what is needed to generate a 'Promise to Pay' in Advance Collections.
