Can we have Center Led Procurement/Centralized Purchasing while using Standard POs instead of Global

Can we have Center Led Procurement/Centralized Purchasing while using Standard POs instead of Global BPA for one time procurement?

For Utilizing Center Led Procurement we need to raise a Global BPA and then enable the other OUs where we can receive the material and also which is the purchasing Org.

But after defining all the setups for Center Led Procurement required for Global BPA. Can we straight away create Standard PO with Shipment lines for inv orgs in other OUs.
