Is there a delivered method to allow users to send adhoc worklist items?

Using PeopleSoft HCM 9.2.22/ PeopleTools 8.55.19 is there a delivered method to allow users to send adhoc worklist items?

Our HRIS team are looking to find a way to be able to send adhoc worklist items to individuals or groups of employees. Is there any way to ustilize group builds or PSQuery to define the population and then a page someone that can be used to define the contents of the worklist.

I've looked at PeopleTools>Workflow>Defaults & Messages and this does enable me to send a worklist but only to a list of users (a group and/or results or a ps query would be better in case there are thousands of users to add).  I also cannot access URLs pasted into the message, plus we don't want the reply/forward functionality that comes with this process.
