HR9.2, PT8.56, applying tax update On reviewing compare report step, unchecked upgrade box on an it

I'm applying a tax update generated by PUM, initial upgrade. On 'reviewing compare report step', from the target database in app designer,  I unchecked the upgrade box on an item. The change still comes over. Do I need to edit the XML file to change the take action?  I can't seem to find documentation on this.
