SD 4600: local Policy matching for SIP OPTIONS

Dear Experts,

I found out that SBC reply with 200 OK  for some OPTIONS messages, which is not what I am expecting. As there is no OPTIONS manip, SBC must reply with 480 no routes found.

Debug log shows that SBC matches 2 routes, therefore 200 OK response  .I would like to understand on which criteria this match was made :
