unable to run Cobol After PeopleTools 8.55.27

We are in the process of upgrading our People Tools from 8.55.26 to 8.55.27, after the upgrade we are unable to run any Cobol programs and it is failing with  (Return Code: 00404,  Error Message   : SQLRT: Unable to connect to database: DBNAME), so we searched and following the Doc ID 2498068.1 and ran the below script in Data Mover as they mentioned it, but still all the Cobols are failing but with  'Return Code: 09990 , Error Message   : SQLRT: Operator ID not allowed to submit COBOL' error, we followed (Doc ID 2498068.1 ,Doc ID 639017.1) too, but no luck yet, anyone have any solution or recommendation?, we are running on SQL server 2014/Windows 2012 R2. Thank you.
