Applying Package from PUM

Can we reapply a bug  that was already applied to our Database ? will it be any issue if we try to reapply the same change package/bug  again on a database that's applied ?

isn't it just overlaying the same online objects . just thought to understand will oracle package them in such a way  that they can be reapplied so that we don't get any duplicate or data integrity issues ?
