Oracle SBCs in HA, why do I see Active SIP Sessions on the standby node ?

Why do I see Active SIP Sessions on the standby SBC node which use to configure as the primary ? Could someone please explain to me ? The reason is that we are of course limited to 400 Sip sessions and If I add the active SIP Sessions of both SBC I'm busting the 400 .
