Data in Universal Work Queue

I am implementing Advanced Collections in a multi-org instance, and am getting mixed results with displaying data in the UWQ for different orgs.

When I run "IEX: Populate UWQ Summary Table" as a total refresh with Operating Unit left blank, but with a responsibility that has a Security Profile for specified OUs, the data is displayed in the UWQ for those orgs. But when I look at the UWQ of any other orgs everything is displayed as 0. If I run the total refresh again for the second set of orgs, the first set become 0.

What is the correct process to follow here?
