Error while configuring SSO between portal and Campus solutions

We recently installed CS 92 PUM 11 and IH 91 PUM 8. While configuring SSO between them, we are able to ping default local nodes for each environment. But when trying to ping the remote node, we are getting following issue -

Integration Gateway Framework: Unable to decrypt the password for server URL . (158,10209

I have followed Oracle docs for implementing SSO. Also, i have verified that passwords are encrypted in gateway config file.
