OIM Application Switchover to Standby Issue :ORA-01033: ORACLE initialization or shutdown in progres

Hi,   We have two node OIM 11gr2PS3 cluster. We are in the process of testing disaster recovery scenarios. So here are the steps we have taken so far.  

-- We have 2 node primary RAC database so we created 2 node standby database.  

Scenario: 

1)- Switch over from RAC primary database to RAC standby database.

2)- From primary application server, connect to new primary database (old standby)

3)- To connect to new primary database we changed jdbc connection strings and pointed them to new primary database.  

Result:  When we try to start Admin Server, getting below error
