PTVoucher Match Action not visible

Dear All

We are using PSFSCM 9.2 with no image update PT 8.53. Kindly guide as to one of our user in matching workbench couldn't be able to execute the voucher match action as highlighted in below, this option is though visible to the said user but grayed out.
