Fluid Activity Guide Composer Shows All Steps Greyed Out

We have a situation which is described clearly in Doc ID 2499878.1 (Fluid Activity Guide Composer Shows All Steps Greyed Out For Fluid Life Events), however the solution (To resolve this issue you can copy over missing services from DEMO to the problem environment. You can query PSPTCSSRVDEFN (Define Related Content Services) table) is not very helpful.  I was able to identify 10 missing related content services but just bringing those over (using data migration workbench) did not fix the issue.

Does any know what other related objects might be necessary to resolve this either using data migration workbench or, more ideally, by identifying the delivered DMS scripts that will bring over the necessary data.
