How can you create a URI Template with '%3D' '%20' and '%2C'?

I need to create an interface with an outside agency.  We are using the REST Web Service with the GET Method.  When saving the service operation, the error message, 'Invalid character found in URI template (158,2183)' is displayed.

The agency's api contains '%3D' '%20' and '%2C'.   Is there away around this?  We are on PT 8.56.12.
