Change Control - Lock all Objects

Hi all,

I am curious how others use the Change Control Lock All Objects option. We currently have it turned on in our Production and other non-development instances at all times, this causes an issue now when we attempt to update IB Service Operations, Related Content, BI Publisher items, and some other objects in those Lock All Objects instances. We get an error message which states "The Change Control Administrator has locked the database," and we cannot update the objects.

Does anyone else leave this turned on in their non-development instances?

ocumentation here seems to indicate that is usually just used for locking objects for an upgrade:
