Closing Budget Periods

We are trying to use Commitment Control>Define Control Budgets>Budget Definitions>Budget period status to close our budget periods so that no more activity can be entered to them.  We do not use the full commitment control and do not roll our budgets.  From what I have read online we should be able to mark the Budget Period closed and that will stop anything else from being entered to it.

Is there a step we are missing?
