Fluid Related Content tiles in right frame

I am attempting to create a related content tile that will appear in the Fluid Related Information frame. The related content tile will essentially just be a collection of external links. I've attempted to accomplish this using several approaches. I created a vanilla fluid page to display the links. I also tried using the delivered tile Application Class to display the links via HTML. Lastly, I tried building a very simple HTML pagelet to display the links.

The display rendered in the tile as expected in all of these scenarios but the links were not clickable (when adding the tile to a fluid homepage, the links were clickable directly from the tile).
