2 stage negotiation with technical round without commercial bid

Hi,

We have a business scenario of a 2 stage negotiation where the suppliers are invited first for the technical round without the commercial details & after the technical round is qualified then they are requested to further submit the commercial bids.

Have explored the below option:

Create an RFI for the technical round without price & once the RFI is done create a new round for that RFI with output type as RFQ then add the commercial requirements to the new RFQ & invite response from the suppliers.

Drawback of this approach is that the RFQ number of the RFI & the RFQ are different where as the business wants to have a same number for the negotiation as it considers it as a single negotiation process.
