The RFQ should be unlocked by 2 users

We have a business requirement where the RFQ response is opened by 2 members of the Tender Team & till both the members open the RFQ it shouldn't be opened/unlocked.

Currently we can assign the unlock function to the respective collaboration team members.

Is there a way that the RFQ can be unlocked only when 2 members of the collaboration team unlock it or is there an alternate way to achieve it?
