Access of RFQs to a buyer not in hierarchy or collaboration team

We have a requirement to provide access for one of the sourcing buyers to be able to view the negotiations of all the other buyers without being in their hierarchy or not added to the collaboration team of these RFQs.

Currently this is controlled through the security access set for the RFQs . Business wants one super user (Sourcing buyer) to have a capability to be able to view the RFQs of all other  buyer without being in their hierarchy or collaboration team

Note: The security level for all the RFQs will be Hierarchy

Can this be achieved?
