Is there a way to display a PDF in a new page?

We currently have a custom page where when the user enters the component/page, a XMLP report is generated.  After this happens, a PDF is displayed to the user in a popup.  We are trying to get around dealing with users and popup settings on mobile devices and would like to display this PDF in a page within the portal (transfer) instead.  A good example of a delivered process that does this (popup) is the View Paycheck link.  Is this possible?
