Change Assistant error "Failed to parse Change Package" when applying PeopleTools patch.

I have set up my Change Assistant job to apply a PeopleTools patch and get the error "Failed to parse Change Package". I found Doc ID 2110243.1 and I have the PS_HOME set correctly. I have applied this same patch in other environments. The only thing I think might be different is the Java version. It was recently updated to Java 7 update 201. Is there a setting I need to add? I saw another older document for setting the _JAVA_OPTIONS variable and I did that but I still get the error.
